Hello @david.ge - it sounds to me like the interface you're configuring isn't configured as a virtual router. This requirement appears to have been added - it appears as a prerequisite in the 11.0 manual.  It also appears as a prerequisite in the 10.2 manual but I'm wondering if enforcement is different?

At the very least your interface would need to be in the default virtual router, but if that doesn't suit a different one can be created.

If the interface is in fact a member of a virtual router, then I would suggest raising a TAC case to identify the cause of this issue.
