From the above figure, I cannot analyze which configuration is causing the user to be unable to use developer tools in the PB browser?
Creating a new allowed policy doesn't solve the problem either. Do you have any good troubleshooting suggestions?

as a starting point with troubleshooting, could you have a look into this KB to see this is the root cause: Why is the Developer Tools option blocked when the Browser Security Policy is not blocking them?

I understand that as long as the functions mentioned in the kb (Webpage Data Masking, Webpage Watermarking, and Typing Guard) are enabled, the developer tools will be disabled.
