Is it possible to create an app with all AI and block it in a rule?

yes, you can use an application filter for this:

go to Objects > Application Filters

create a new filter, select the TAGS 'Generative AI' (you could select the subcategory, but the tags cover more ground as each app-id can only have 1 subcategory, but multiple tags)

click OK

go to your security rulebase, create a new rule and add the filter as the application
