what do you mean by unauthenticated inbound exactly?
traditionally an inbound (internet to local) will always be unauthenticated. yu could set up captive portal to force authentication, but o you want to serve a captive portal page to all visitors from the internet, or are you looking for something for your employees?
in the latter case you can consider deploying GlobalProtect vpn clients, so your users get a secure connection (which is authenticated)
