Do I need license to test Azure HA scenario. I am following all the steps but HA1 doesn't come up.
I don't have any licenses. And doing a test run of implementation as HA active/passive.
Default 10.0 gets installed with BYOL, but we don't have license yet.

@reaper Thanks for confirming..I actually found the issue. Every time i deployed a new set, the default NSG on management port was allowing only a small subnet which did not include management subnet. Its resolved now

you don't need a license for HA1 to work, but your vnet subnet needs to be set up properly
are both ha1 interfaces member of the same subnet and did you add a route table (if you did, removing it)
make sure the ha1 interfaces are in their own subnet
