Users cannot authenticate to the GlobalProtect website to get the client. Users that downloaded the client before this issue was reported can authenticate with the client.

I am not sure why this happened, but I fixed it by running "debug software restart process web-server" from the cli.

Quite odd that restarting the web-server fixed it...
Next time that happens, please check the following:
On GUI:
Monitor->System Choose Filter = (subtype eq globalprotect)
On CLI:
> tail follow yes mp-log authd.log
Then do your attempt and check the logs to get more idea.
