PA support said, it's a know issue and can be resolved by OS upgrade only.
now, it's 9.1.3
we have updated OS last week.
If the issue is a known issue, can you tell me what the bug-id is? I'm having the same problem.

I checked the addressed issues in 9.1.1-9.1.3, but couldn't find a matching bug ID.
