Hello,
It could be a bug? Either way I would suggest opening a suppor case.

flow_mgmt is what helps sessions get assigned to processing on the dataplane. if it halts and restarts, there is spomething preventing it from functioning properly. You could try a full reboot as a different process may be causing the issue, but if the problem persists i'd reach out to TAC

I would recommend: DO NOT wait until it happens again. Download the techsupportfile, open a case and upload the file so that it can be analyzed. Maybe there isn't an obvious reason - bad luck. But if there is something you gain 2 weeks, because if this is a bug you will have to wait anyway a few weeks/months until the fix is implemented.

Additionally to what @Remo mentioned you should always take a techsupport file and download it when you experiance an issue like this, even if you don't expect it to happen again. That way if it does and you feel the need to open a support case TAC has more information to work with.
Sometimes it's really obvious what's causing the issue; but you can also run into situations where doing things in a certain order causes issues, and you'll want all the logs you can get to speed up diagnosis on an issue like that.
