If threat license expires then it still looks for threats and viruses but will not pull new signatures.
If you use PAN-DB URL filtering then it will keep on going with data it has in cache but will not update from cloud new sites.
If you use Brightcloud then you either allow all or block all - if license expires then no further categorization is done.
If Wildfire subscription will expire then you fall back to capability to upload only PE (Windows executables) files to the cloud.
