Simple policy not working?

Outbound communication to the following IP addresses must be allowed:
- 64.58.49.24
- 64.58.49.25
- 64.58.49.26
- 64.58.49.28
- 64.58.51.56
- 64.58.51.57
- 64.58.51.58

 

text router will attempt to communicate with the above IP addresses over the following protocols and ports:
- UDP 500
- UDP 4500
- IP Protocol 50 for ESP
- ICMP

 

Source

Rule I have set up is 

Zone -Trust

Source -Internal IP address

Destination

Zone -Untrust

Address - See Above

Application-ICMP/IPSEC/IPSEC-ESP/IPSEC-esp-udp

Service-IPSEC 500/TCP-500/UDP-500/UDP-4500

Allow

 

The only traffic I see for my internal address going out is ICMP traffic.  Any ideas?
