What PAN-OS version are you running ?
I've seen this issue with early PAN-OS 7.0 releases ... if that's the case you might want to consider upgrading.

The PAN-OS version 7.1.4-h2.

Not quite as old as the early PAN-OS 7.0 versions ... but it's still over a year old (08/19/2016).
I would recommend upgrading to a more recent PAN-OS version first.

faced same issue recently , you need to TAC involved with root access they restart cdb service if required delete some files.
