Whats the PAN-OS version? are you using a UID agent running on a windows server? for the users are they logging into a shared server or is it a normal desktop?

It looks like there may be an automated script that's run as 'administrator' that is being picked up by the User-ID. you can add the administrator to the ignore user list.
if your deployment uses an agent, add a ignore_user_list.txt file to the install directory and add the administrator in there (one user per line), the agentless deployment has a tab where you can add the users

If you're using an old version of PAN-OS I would recommend upgrading to a more recent version to be sure, but I'm fairly sure this issue can be resolved by finetuning the configuration
