try though the HUB. Maybe old iot links are not valid anymore

could you check whether a new user can see "Device Security" in Strata Cloud Manager under: Insights > Security > Device Security? If the new user can access Device Security in Strata Cloud Manager, the the issue is likely caused by invalid link. This might be caused by migration from IOT portal to Device Security portal in summer last year. Navigate to hub and search "Device Security" on the top. This should take you to the right direct link.
If the new user can't see "Device Security" in Strata Cloud Manager, then this might be related permission or role assignment issue.
