Software version Downgrade from 10.1.1 to 10.2.7 for Panorama

When trying to downgrade the PAN-OS version from 10.1.1 to 10.2.7 due to a DLP plugin validation error, we encountering the following error: Does anyone know how to resolve this issue?

Failed to install 10.2.7-h3 with the following errors.
SW version is 10.2.7-h3
Nothing pending to cancel
Error: Please uninstall openconfig plugin before downgrading below 11.1.0
Please resolve the issues by either uninstalling the plugins or downloading plugin packages compatible to the new software version.

Hello,

To confirm are you downgrading from 10.2.7 to 10.1.1 or are you upgrading to 10.2.7 from 10.1.1?

Sorry, it was a typo mistake. I am downgrading from 11.1.1 to 10.2.7-h3.

What version of the cloud services plugin do you have installed? Looks like you'll need Cloud Services 3.1.0-h50 or earlier.
