Hello,
I have a cluster firewalls Model PA-3020, PAN-OS 5.0.1. FW1 active/ FW2 passive.
I have already activated the license in the active FW1 over the Internet without any problems.
How to active License a Palo Alto passive Firewall without Internet?
Thanks
Diego C.

Hi COS,
You can not enable support license without internet connection, which is the first required license to pull rest of the licenses.
Hence you will have to connect device to internet to pull atleast support license. Then you can upload rest of the licenses manually.
Please refer following document for more details.
How to Manually Upload License Keys

Hello Cos,
Since, this is a active passive setup ( you will not be able to connect to internet through data-plane interface, until a fail-over happened ) , you may configure the mgmt interface of the passive firewall to reach internet. And, then retrieve the support license from the license server. Once, support license will be updated, you can upload remaining license manually/retrieve from server.
Hope this helps.
Thanks
