is there a way to implement a load balance in our outbound connection using just 1 appliance?

Load-Balancing is not supported on PA platforms.You can implement Policy Based Forwarding to route certain traffic based on Network address/Applications etc thorugh a secondary Outbound connection.

What about ECMP (Equal Cost Multi Path routing)?

Thats when you have two (or more) entries in your routingtable with the same metric/cost for a given dstip/range.

ECMP is  not supported  at this time.  Only a single best path is installed in the forwarding table from the routing table.

Will there be a possibility that PA will support this in the future?

I would suggest discussing this question with your SE,since they have more insight on the various Enhance requests.
