On Windows Server 2016, with the "PAN terminal server agent" service we have exactly the problem described here:

Simply if the service is started it has this behavior, any port reserving test has not worked. Does anyone know of a solution to the problem?

Normally you can't define something with the same term, that is, saying that LIVEcommunity issues are from LIVEcommunity is like saying nothing.
