We are pushing agent updates to our users (Windows) from the firewall.
We have noticed that several times the upgrade has failed to complete often partially removing the old version and as we have network enforcement enabled the machine cannot be easily recovered. It seems that this could occur when users shutdown their PC during the update as it isn't clear that the update is complete.
What is the best way to prevent this occurring? Is there a way to stop windows from shutting down until the update is complete?

you could set up pre-logon which could update the GP agent while the user is not even logged on, and maybe set up a welcome message informing users to not shut down as upgrades are being performed
Alternatively use soms sort of management system like InTune to push software to your endpoints in a more controlled way
