Also after making sure there is no threshold set.
You can change the download time to a different time for example at 4 or 5 am.
Also i see that you have set it to check daily. Usually a new threat and app is release on weekly basis which is on Wednesday.
If you want you can change that as well.
Let us know if changing the time resolved the issue.
If you have a time set for download and install, and your threshold is blank, and you have verified that you can manually connect and download, and you have the license installed, then I would suggest opening an incident with TAC. This should just work!
