At my company, there are 4 computers so far that we have seen with this issue. We are not able to find a link between the computers, they have different network chip sets, different models of laptops, different vendors, etc.
We saw the forum with the solution stating to run Winmgmt /resetrepository. We have tried that + restarting the device but it still has not worked. We have also attempted removing the VPN completely using the installer and removing the PanGP Virtual Ethernet Adapter from Device Manager.
gp.usu.edu is the portal we go through using Global Protect.

We figured out a solution and are running a different version of Global Protect on the laptops that are having this problem.

We are experiencing the same issue, we have identified the issue is only present on devices using Windows 11 24h2
