So eventually I got a reply from Palo directly through our account team. Here is a response from Palo certification support team
"It is up to the individual taking the exam how they want to register and what email to use. In this case, you can have the person register as Customer and put their name as company name and use their personal email address. Those fields are really more important for Partners who need to have their certifications, so everything needs to align with other systems"
