One of the support engineer just confirmed that my assumption is correct. 

 

For the PAN-OS version 8.x above I could see Panorama sending the link to all the firewalls(by POST) to retrieve the update file from Panorama on port 28443.(eg: 08:00:45.899 -0700 Deployment URL: &lt;url type=&quot;ipv4&quot; method=&quot;POST&quot;&gt;https://10.20.244.134:28443/dl.get</url>;).

Then the firewalls will retrieve the updates from panorama destination port as 28443.
