'risky-users' is the name of a predefined report. PAN-OS has a set of helpful, predefined reports that allow traffic visibility in the network. The reports, scheduled and generated by default, save the administrator from configuring custom reports.
If you don't use this report then you can disable it.
To view all predefined reports in CLI :
admin@PA-200> show report predefined name equal <tab>
To disable a predefined report :
admin@PA-200> configure
Entering configuration mode
[edit]
admin@PA-200# set deviceconfig setting management disable-predefined-reports <tab for options>
