Details on URL Filtering Domain Classification

We've recently launched a Palo Alto deployment on our campus and are using the URL filtering capabilities to block any URL that is classified as 'malware' or 'phishing'. We're using PAN-DB as the source for the categories and were wondering what exactly goes into the process that classifies a domain as 'malware' or 'phishing'? Does PAN-DB source from other vendors or is it all in-house processes that go into the classification? Any more details would be greatly appreciated. We have some users who are trying to access website that they maintain that are blocked, and we're trying to give them a little better answer than "because our vendor said so".

It's a combination of what Palo Alto sees and clarifies and what their partners clarrify, so it's not trully just Palo Alto making the determination really. Are you aware of this site for testing categorization, it won't help you on the why piece but it does give a categorization determiniation that you can provide to the user along with the ability to request a categorization change without contacting IT directly.
