the current 'newest' release that has a preferred status is 11.1.2-h3

 

starting from 10.1.x you can immediately jump to 11.2 (skipping 10.2, 11.0 and 11.1),you can skip up to 3 software versions: Skip Software Version Upgrade

 

so the preferred upgrade path in your case is:

 

download and install 10.2.9-h1

reboot

download 11.1.0

download and install 11.1.2-h3

reboot
