Unable to reach website

Dear Team,

 

I am unable to reach one of the government websites from my system.

Perform troubleshooting:-

1 - Bypass the firewall and check directly from ISP then the website working fine.

2 - Security policy rule allows any- any without security profile.

3 - Resolve website name through my internal DNS server( DNS is resolving my query).

4 - Custom URL created and the same allowed in security policy but not working.

5 - Created a PBF policy but no luck.

6 - I have disabled the endpoint protection.

 

Highlight points:-

  1.         In my environment, there are 2 servers available(172.16.x.x,172.16.x.x) in this server the website is working fine.
  2.          Rest of the domain machine and workgroup machine the website is not working.
  3.         When we refresh the website from this server (172.16.x.x,172.16.x.x), we can see the website working fine for only 5-10   minutes in all of the client machines then again stopped after that I refresh from the server again, it is working for 5-10 minutes.
  4. No SSL decryption configured.

I can not understand what is this strange behavior. can anyone help with this?
