Panorama doesnt have security policy logs in monitor tab after upgrading to 11.1.6-h3

Did a Panorama upgrade a to plan firewall upgrade to fix BUG ID PAN-242634. but looks like upgrading to 11.1.6-h3 would be hitting a logging issue. Panorama running 11.1.4-h7, issues modifying existing rules in templates
