CDSS Adoption - how to determine why a rule isn't following best-practices

On the CDSS Adoption screen, how can one find out why a particular rule shows up as not following best-practices?

Also, does AIOPs have a "bias" against deny rules? Does AIOPs expect a deny rule to have security profiles / security profile groups set
