Use case for "Custom Include/Exclude Network Sequence" in User-ID

Having dealt with it recently, I can't really understand the reason why the "Custom Include/Exclude Network Sequence" section on User-ID integrated agent configuration exists, instead of more common "Move up" / "Move down" buttons.

 

As far I have understood, firewall evaluates rules in the order you add, but you can override the order using the "Custom Include/Exclude Network Sequence". But having configured some rules on a Panorama template (without custom sequence) I found that after pushing on several firewalls rules have been deployed apparently in random order, forcing me tu use the custom sequence.

 

This looks very misleading to me...
